Penguin Recruitment is delighted to be working with an Urban Regeneration Company on the hire of a Senior Monitoring Officer.

The primarily responsibilities are to overview the company's processes to track and collect CIL and S106 obligations. The role involves management of two junior monitoring officers and associated specialist support from call-off consultants.

The senior monitoring officer also oversees Planning Policy s1-6/cil portfolio performance reports to the Board fundamental to ensure visibility of the department programme, deliverables and other key planning issues impacting on the delivery of the Business Plan.

The company is moving toward an automated, central system for monitoring which improves performance and response times avoiding separate spread sheets and bespoke data collection. The Senior Monitoring Officer oversees the functioning of Exacom and Tascomi software which supports collection and monitoring of obligations.

Key responsibilities:

1 CIL and S106 Monitoring

2 Monitoring Portfolio Reports

3 Housing Delivery Monitoring

Authority Monitoring Report - produced annually drawing on data from the GLAs LDD database and other sources including housing trajectory indicators.

Local Plan Monitoring - agree key performance indicators with the LP team. Develop and monitor key policies, including current AMR indicators .

Housing Delivery Test- input to Planning Policy reports on housing trajectory and other housing work including 5 year housing supply statement.

Housing Delivery Action Plan - input data produced annually following publishing of Housing Delivery Test results. The HDT and Action Plan is produced by Planning Policy.

Skills

Degree level in Planning or associated qualification. Working towards professional accrediation and chartered planning status.

Skills include:

  • Report writing - Committee reports/action plans
  • Data management and analysis - AMR/Housing Delivery Action Plan/5 year Housing Supply Statement
  • knowledge of CIL
  • Contribution to many aspects of Local Plan evidence base
